The City Council addressed an appeal related to Vesting Tentative Tract Map No. VTT-74549 concerning properties at 1100 East 5th Street and 506 - 530 South Seaton Street. The appeal, filed by Supporters Alliance for Environmental Responsibility (SAFER), sought to overturn the Los Angeles City Planning Commission's (LACPC) approval. The Council voted to deny the appeal in part and grant it in part, thereby sustaining the LACPC's decision. This decision approves the merger of eight lots into a single ground lot, designated for residential and commercial condominium development. Additionally, the approval includes a waiver of dedications and permits for non-standard improvements along 5th Street and Seaton Street, and establishes a Haul Route for the export of up to 81,000 cubic yards of soil. The project's approval is subject to modified Conditions of Approval. Furthermore, the Council certified the Environmental Impact Report (EIR) No. ENV-2016-3727-EIR, adopting its modified Environmental Findings, a Statement of Overriding Considerations, and a modified Mitigation Monitoring Program.
