On June 17, 2025, the Government Operations Committee recommended amendments to the Los Angeles Municipal Code (LAMC) related to cannabis land use restrictions. The proposed amendments aim to eliminate barriers for commercial cannabis businesses, align distance restrictions with State law (reducing the buffer from 700 to 600 feet from sensitive uses), authorize DCR to accept applications in any zone with a Certificate of Occupancy for cannabis-related activities, and allow the Zoning Administrator to issue interpretations under LAMC Section 12.21 A.2. The amendments also align the LAMC with annual licensing processes, expand compliant business premises citywide, extend limited grandfathering for commercial cannabis businesses pursuing local permits, require annual updates to sensitive uses on the DCR Licensing Map, and eliminate three types of sensitive uses (Alcoholism or Drug Abuse Recovery or Treatment Facility, EMMD, Permanent Supportive Housing, Public Park). This report is submitted to the City Council for its consideration. The committee voted unanimously (Padilla: YES, Lee: YES, Jurado: YES) to approve the recommendations contained in the DCR report, as amended.
