The City Council granted an appeal filed by the Castellammare Mesa Home Owners Association, thereby overturning the West Los Angeles Area Planning Commission's (WLAAPC) approval of a Mitigated Negative Declaration (MND) for a residential development. The project involved the construction of four two-story single-family residences (ranging from 2,619 SF to 9,051 SF each) and four detached Accessory Dwelling Units (ADUs) across 12 existing lots on four separate sites. Additional project components included new pools/spas, attached garages, decks, multiple 10-foot high retaining walls, landscaping, hardscaping improvements, and a 200-foot extension of Revello Drive. The decision to overturn the MND was based on the potential for significant environmental impacts due to the property's location in an active landslide area within the Palisades burn area. The Council remanded the environmental analysis back to the WLAAPC and instructed the Department of City Planning (DCP) to prepare a new environmental clearance, potentially a site-specific Environmental Impact Report (EIR), to thoroughly analyze these unique site conditions. Councilmember Park supported the appeal, noting the need for a comprehensive assessment, while the project applicants did not present their case at the meeting.
