This ordinance relocates Section 11.5.14 of Chapter I of the Los Angeles Municipal Code (LAMC) to a newly established Division 13B.12. of Article 13 of Chapter 1A, and amends Sections 13A.2.2., 13A.2.4., 13A.2.10., and 15.2.2 of Chapter 1A. Known as the Redevelopment Plan Procedures Chapter 1A Transition Ordinance, its purpose is to establish uniform citywide procedures, standards, and criteria for reviewing and processing redevelopment plan projects. This includes administrative review, project compliance, project modification, project adjustments, and project amendments. The ordinance also clarifies when the City's Code, Community Plans, and other ordinances supersede redevelopment regulations, particularly concerning incentives for restricted affordable housing units. It aims to standardize and align existing redevelopment plan procedures with the conventions of Article 13 in Chapter 1A and improve readability. The City Planning Commission recommended the proposed ordinance on September 12, 2024, and the City Council adopted the PLUM Committee's recommendation on November 20, 2024.
