On March 4, 2025 the Los Angeles City Council adopted an ordinance amending the Northeast Los Angeles Community Plan and zoning map (CF 24-1063) to implement the City Planning Commission’s June 13, 2024 recommendations, including an urgency clause and restoring zoning designations that allow existing built conditions to remain. The action amends prior Council action of October 30, 2024 by revising the Planning and Land Use Management Committee report recommendations, deleting recommendations #5 and #6 for technical adjustments as recommended by the Department of City Planning. The ordinance applies to properties generally bounded by South Pasadena to the north, Alhambra to the east, Alhambra Avenue to the south, and Lowell and Maycrest Avenues to the west, converting areas previously designated Public Facilities and Open Space back to residential zones and affirming multi-family uses in legally existing buildings. The Council also adopted a concurrent resolution to amend the General Plan Land Use designations for the Northeast LA Community Plan. Finally, the Council adopted the Project Findings included in the Department of City Planning Staff Report, certifying compliance with CEQA per ENV-2020-6762-EIR and ENV-2020-6762-EIR-ADD1.
