The Los Angeles City Council’s Planning and Land Use Management Committee instructed six city agencies to streamline and strengthen the permitting process for brownfield redevelopment. The decision mandates LADBS, DCP, BOE, LASAN, LAFD, and LADOT, in consultation with the City Attorney, to prepare a report within 90 days recommending coordinated clearance protocols with state and federal environmental agencies, updates to the ZIMAS database for brownfield identification, and revisions to the LADBS Information Bulletin on hazardous materials encountered during construction. Additionally, the report will assess the City’s current role and strategies in remediating city-owned brownfield sites and propose enhancements to accelerate cleanup efforts. These reforms aim to ensure environmental safety and regulatory clarity when contaminated properties transition to new land uses.
