On October 30, 2024, the Los Angeles City Council adopted an ordinance amending the General Plan Land Use designations and zoning map for the El Sereno/710 Corridor. The ordinance changes properties previously zoned and designated as Public Facilities (PF-1) and Open Space (OS-1-HPOZ) to a mix of residential and neighborhood commercial zones, specifically R1-1, RD2-1XL, R3-1, R3-1-HPOZ, R1-1-HPOZ, and C2-1VL. Key map amendments include PF-1 parcels reclassified to R1-1, RD2-1XL, and C2-1VL; R1-1 sites to RD2-1XL and R3-1; R4-1-HPOZ to R3-1-HPOZ; and OS-1-HPOZ to R1-1-HPOZ. These changes implement the Northeast Los Angeles Community Plan update, align zoning with the 710 Freeway extension land use, and aim to facilitate the development of new housing. An urgency clause makes the ordinance effective upon publication to address the city’s immediate housing shortage and allow properties sold under Senate Bill 51 to become occupiable.
