The Los Angeles City Council authorized the Los Angeles Housing Department to execute a three-year, $2,364,000 professional services agreement with Exygy, Inc. to develop the Comprehensive Housing Search and Application System for the Affordable and Accessible Housing Registry (AAHR) from June 1, 2025 through May 31, 2028. Funding is provided by the Accessible Housing Fund No. 10D and SB2 Permanent Local Housing Allocation Fund No. 64R, with Year 1 funding of $1,182,000 already budgeted and future years subject to annual budget approval. Exygy was selected through a competitive RFP process—receiving the highest evaluation score among 11 proposers—to design and build a centralized, multilingual online platform integrating current LAHD databases. Key deliverables include a minimum viable product (MVP) launch, additive feature development, and iterative improvements with a long-term maintenance plan. The system will feature advanced eligibility-based search filters, a listing module for both rental and for-sale units, multilingual support in six languages using human translations, and full compliance with WCAG 2.2 AA and Section 508 accessibility standards. User interfaces will be tailored for home seekers, individuals with disabilities, property owners/managers, and LAHD staff. The platform will integrate with LAHD’s IT ecosystem—including identity management, document management APIs, and reporting tools (SSRS, Power BI, ArcGIS)—and support batch and real-time data synchronization. All intellectual property developed will become City property, and the contract includes comprehensive indemnification, data protection, and insurance requirements.
