The motion directs the General Manager of the Los Angeles Housing Department to implement a Stabilization Plan for the 297-unit Rosslyn Lofts at 451 South Main Street, including recording an Amended and Restated Agreement with new covenants for a 55-year term. It authorizes negotiation and execution of a loan agreement to disburse up to $2.5 million from the Affordable Housing Trust Fund—up to $1 million to reinstate Citibank’s loan and $1.5 million for renovations, operating reserves, and repairs. The plan may revise unit rents to ensure they do not exceed 60% Area Median Income under TCAC rent limits, subject to HCD, Wiggins Settlement, Health & Safety Code, and City Attorney review. It instructs the City Controller to obligate and disburse funds upon written demand by LAHD, and allows LAHD to make corrections or clarifications to Controller instructions. All actions are to comply with applicable laws, regulations, and the Wiggins Settlement, and require City Attorney approval of documents.
