The Los Angeles City Council adopted a resolution terminating rent reductions and removing the property at 6044 W Dauphin Ave (Case No. 748989) from the Rent Escrow Account Program (REAP). After Code Enforcement cited 39 violations on March 11, 2022, including fire safety, sanitation, weatherproofing, maintenance, electrical, and plumbing defects, the Los Angeles Housing Department (LAHD) confirmed all issues were corrected. The owner, Leslie J Brown, paid all outstanding and non-appealable LADWP charges, and Inquilinos Unidos provided an advisory opinion on completed work. LAHD recommended closing the escrow account, restoring rent levels 30 days after tenant notice, and recording a certificate terminating the REAP lien with the County Recorder’s Office. The resolution authorizes the release of escrow funds to cover administrative fees, penalties, and any remaining balance returned to the landlord. It also directs LAHD to conduct an expedited systematic inspection and collect prepayments for two annual inspections beyond the initial SCEP fee.
