The City of Los Angeles authorized a no-cost license agreement with the Housing Authority of the City of Los Angeles to operate a community garden at 2254 E. 103rd Street in Watts. Under this agreement, HACLA will transform a 3,250-square-foot vacant city-owned lot into the “I Heart Watts Garden,” including installation of irrigation, shade structure, raised planters, and fruit trees. The one-year license agreement includes four one-year renewal options at the City’s discretion and may be terminated by either party with 30 days’ notice. HACLA will be responsible for all tenant improvements, utility connections, maintenance, fencing, security, custodial services, and landscaping costs at its own expense. The City retains the right to approve any operator selected by HACLA and to ensure compliance with the terms. HACLA has secured federal and state grants to support garden programming and will partner with Jordan Downs residents and Jordan High School students to provide educational workshops and semi-annual harvest events. Upon operator selection, HACLA will conduct a Community Benefits Analysis to evaluate proposed services against market rates. The project aims to address urban food desert conditions in Watts by improving healthy food access and promoting sustainability and community engagement. The license agreement begins upon City Clerk attestation, with an initial term dated from execution through one year. Rights to sublease or assign the lot require City approval. The community garden serves as a catalyst for improving public health, environmental education, and local empowerment in a designated USDA urban food desert.
