The East Los Angeles Area Planning Commission approved a Categorical Exemption and a series of Zoning Administrator determinations for the construction of a new two-story, 3,731 square foot single-family dwelling with a 393 square foot covered garage on an 8,696.8 square foot lot at 504 West Avenue 44. The Commission granted exceptions to the Baseline Hillside Ordinance by waiving the requirement to provide a sidewalk along West Avenue 44, permitting fronting on a substandard hillside limited street without a 20-foot adjacent roadway width on Frontenac Avenue, and allowing construction without a 20-foot continuous paved roadway from the driveway apron to the boundary of the hillside area. It denied a requested adjustment for a 10-foot front yard wall, and adopted project permit compliance under the Mount Washington-Glassell Park Specific Plan, including front yard stepback and maximum height requirements. Conditions of approval included street improvements, stormwater mitigation, a protected toyon shrub preservation, grading bond, off-site staging, and community notification measures. A covenant running with the land and an indemnification agreement were required prior to permit issuance.
