The Specific Plan guides mixed-use, transit-oriented growth across a 1.5-square-mile regional center in the West Valley, emphasizing active street frontages, new pedestrian connections, and publicly accessible open spaces. Since the Plan’s 2008 baseline, 11,397 net residential units and 2.9 million square feet of nonresidential floor area have been added, with 487 units and 5,245 square feet pending approval. Key projects include 15 constructed multifamily developments along Vanowen Street, Variel Avenue, Kittredge Avenue, and Victory Boulevard, and six more under construction. The Commission recommended that the City Council take any actions necessary to maintain compliance with the Plan’s stated intents.
