On March 3, 2025, the Los Angeles City Council adopted the City Clerk’s Preliminary Report initiating the reestablishment of the Lincoln Heights Industrial Zone Business Improvement District for a ten-year term beginning January 1, 2026 and ending December 31, 2035. The renewed district encompasses approximately thirteen blocks bounded by the 110 Freeway, I-5, Barranca Street and Pasadena Avenue, covering 245 assessable parcels and 211 property owners. It will fund supplemental services—including sidewalk operations, security patrols, graffiti removal, district identity marketing and administrative services—beyond baseline City services. Year 1 assessment revenue is projected at $208,510, with assessments based on building and land square footage, structured into two benefit zones (standard industrial parcels and residential condominium parcels near the Gold Line station receiving additional pressure-washing services). General benefits are capped at 2.5% of total costs, and publicly owned parcels are assessed based on parcel size. Preliminary petitions representing 50.13% of first-year assessments were verified, and the decision directs Proposition 218 notices, authorizes the Historic Lincoln Heights Industrial Zone EDC to administer the district, and instructs the City Attorney to draft the enabling ordinance.
