On April 16, 2025 the City Council adopted an Ordinance of Intention to renew the West Adams Property & Business Improvement District (PBID) for a 10-year term, reestablishing supplemental services and improvement programs along West Adams Boulevard between Hauser and La Brea. The renewal secures Year 1 special assessments totaling $267,607 across 77 parcels, funding sidewalk operations, district identity branding, and administration above base city services. Assessment rates are set at $0.1599 per SF of building, $0.1066 per SF of land, and $8.5260 per LF of street frontage, capped at 5% annual increases with carryover reserves limited to 10%. The plan delineates district boundaries one parcel deep on both sides of West Adams Boulevard, provides an annual ballot and petition renewal process, and requires that general benefit costs (2.5168% of total) be funded by nonāassessment sources. Publicly owned parcels like Cienega Elementary (LAUSD) receive adjusted assessments based on land area and frontage only. The PBID will operate January 1, 2026 through December 31, 2035, with funds levied and collected as a separate line item on Los Angeles County tax bills. No bonds will be issued, and unexpended funds at term end may be rolled over or returned to stakeholders.
