The Los Angeles City Council adopted a resolution on 2025/04/23 removing the property at 901 W 60th St (APN 6004-007-009) from the Rent Escrow Account Program (REAP) and terminating rent reductions for its two units. The property had entered REAP under case number 336046 after 40 code violations were cited by the LAHD Code Enforcement Division, covering fire warning devices, sanitation, weatherproofing, maintenance, electrical, plumbing/gas, and heating/ventilation issues. After verification that all violations were corrected and all non-appealable LADWP charges were satisfied, the Council authorized closing the escrow account, restoring rent to original levels after a 30-day notice, and recording a certificate terminating the REAP filing. Funds in the escrow account are to be disbursed in order of administrative fees, outstanding penalties, and registration fees, with any remainder returned to the landlord. The resolution also directs LAHD to conduct expedited systematic inspections and requires prepayment for two additional annual inspections beyond the initial SCEP inspections under LAMC 162.08 (D)–(G). The Controller is authorized to expend Code Enforcement Trust Fund #41M to reduce liabilities associated with the REAP escrow account. This action fulfills the City’s commitment to safe, sanitary housing by enforcing landlord compliance and encourages timely remediation of code violations.
