The City Council approved the removal of 887 E 42nd St from the Rent Escrow Account Program and terminated rent reductions for the single REAP unit at the property owned by Pico Place LLC. This action followed LAHD’s determination that all cited violations—including plumbing/gas defects and illegal construction—had been corrected and that outstanding water and electric charges were satisfied. The REAP case (No. 789124) had been opened on December 14, 2023, after 32 code violations were cited by the LAHD Code Enforcement Division. LAHD and contractor Coalition for Economic Survival provided advisory confirmation of completed repairs and the appropriate enforcement agencies signed off on all orders. Council directed LAHD to restore rent to original levels 30 days after tenant notification and to file a certificate terminating the REAP recording with the County Recorder. Escrow funds will be disbursed first to cover administrative fees, inspection costs, and outstanding penalties, with any remaining balance returned to the owner. The resolution also authorizes LAHD to conduct expedited systematic inspections and collect prepayments for two additional annual SCEP inspections beyond the initial scope. Code Enforcement Trust Fund #41M is authorized to reduce outstanding escrow liability upon demand by LAHD’s General Manager.
