The appeal by Supporters Alliance for Environmental Responsibility (SAFER) was denied, and the City adopted CEQA Categorical Exemption Class 32 (Infill Development Projects), finding no significant environmental impact. The site’s zoning supports medium- to high-density development, and the project aligns with city goals to increase affordable housing supply.
