The Los Angeles City Council has approved the transfer of city-owned property located at 3116 W Jefferson Boulevard to Seinan Senior Citizens Club, Inc. (Seinan). The property, consisting of approximately 19,212 square feet, was originally acquired in 1987 through a joint agreement where the City provided $95,000 toward the purchase. In return, Seinan agreed to provide community social services for a period of at least ten years. While Seinan fulfilled its obligations by 1997, and a substitution of trustee and full reconveyance deed was recorded in 1998, the City never issued the required quitclaim deed to formally complete the transfer. This action declares the land as 'Exempt Surplus Land' under the California Surplus Land Act and authorizes the Department of General Services to issue the quitclaim deed and prepare an ordinance to complete the property transfer. The site qualifies for exempt status because it is under one-half acre, not adjacent to open-space or low-income housing land, and does not fall under any exclusionary zoning or preservation categories.
This transfer resolves a long-standing oversight and honors the city's contractual obligation from 1987. It supports continued community-based services for seniors and ensures legal clarity in property ownership while complying with state surplus land regulations.
