The Los Angeles City Council instructed several city departments, including the Department of Building and Safety, Department of City Planning, Bureau of Engineering, Department of Sanitation, Los Angeles Fire Department, and Los Angeles Department of Transportation, to prepare a report. This report is to include recommendations for requiring coordination with County, State, or Federal agencies overseeing contaminated sites, such as the Department of Toxic Substances Control, California Air Resources Board, and the Los Angeles Regional Water Quality Control Board. The goal is to establish a clearance process for issuing permits for development projects on private brownfield properties. This initiative aims to enhance the existing permitting process for brownfield sites, update City databases like ZIMAS with zoning and overlay tools to identify these sites, and revise the LADBS Information Bulletin regarding hazardous materials during construction or geotechnical exploration. The motion was presented by Councilmember Eunisses Hernandez.
