The Los Angeles City Planning Commission approved and recommended a General Plan Amendment, Vesting Zone Change, and Height District Change to establish the One San Pedro Specific Plan for the redevelopment of the Rancho San Pedro public housing development. This plan allows for the phased redevelopment of the 19.5-acre site into a mixed-use community with up to 1,553 dwelling units and 130,000 square feet of commercial space, including restricted affordable units and 5.3 acres of publicly accessible open space. The rezoning changes the land use designation from Low Medium II Residential to Community Commercial and the zoning from RD1.5-1XL-CPIO and C2-2D-CPIO to the new OSP Zone. It also includes a Code Amendment to integrate the OSP Zone into the Los Angeles Municipal Code and reclassifies a portion of 1st Street from an Avenue II to a Collector Street. The project aims to replace 478 existing public housing units with nearly three times the number of units, including market-rate and restricted affordable housing, and introduce new commercial services where none currently exist. The plan emphasizes pedestrian-oriented design, bike infrastructure, and significant open space, including linear parks and plazas, to enhance the community's livability and physical environment.
