This motion seeks to integrate State labor standards (Assembly Bill 785, Assembly Bill 2011, Senate Bill 4, and Senate Bill 423) and the labor standards of United to House Los Angeles into the proposed Affordable Housing Streamlining Ordinance (CPC-2023-5273-CA, Council File No. 23-0623-S1). This ordinance aims to codify Mayor Bass's Executive Directive 1 (ED 1), which facilitates the expedited processing of 100 percent affordable housing and shelter projects by exempting them from discretionary review under certain conditions. The incorporation of labor standards, including prevailing wages, local hiring, and healthcare benefits for projects over 40 units, is intended to prevent worker exploitation in residential construction and ensure that those building affordable housing can also afford to live in the area. The Planning Commission had previously recommended approval of the ordinance to amend the Los Angeles Municipal Code.
