The Los Angeles City Council has been ordered by a court-issued Writ of Mandate to set aside, vacate, and annul its October 13, 2023 action. That prior action adopted a Planning and Land Use Management Committee report that denied an appeal by 8217 Winnetka LLC & Bedrock Properties Group, LLC, and sustained the Department of City Planning's (DCP) determination of incompleteness under the Permit Streamlining Act for a proposed 360-unit, 100% affordable housing project. The court found that the city's determination of incompleteness constituted a disapproval under the Housing Accountability Act (HAA) and affirmed the applicant's vesting rights. To comply with the writ, the City Council must now reverse its previous decision and remand the application back to the DCP for further processing consistent with the court's judgment.
