The Los Angeles Department of Building and Safety (DBS) and the Department of City Planning (DCP) recommend extending the provisions of Section 16.02.1 of the Los Angeles Municipal Code (LAMC), known as the COVID-19 Local Emergency Ordinance (LEO), for an additional 12-month period. This extension, until February 1, 2026, would provide temporary regulatory relief from certain automobile parking provisions and extend time limitations for utilizing approved Conditional Use Permits or similar quasi-judicial actions. The LEO was enacted on June 23, 2021, to offer regulatory flexibility and support small businesses facing financial and operational challenges due to the pandemic. The report highlights the utility of LEO for small businesses, reducing administrative burdens, and streamlining permitting processes. It also compares LEO utilization with AB 2097, a state law offering permanent parking relief near transit, noting that LEO continues to be essential for businesses outside AB 2097 eligible areas. The extension is proposed to ensure continued support for small business recovery and to allow businesses more time to adjust to regular regulatory requirements as the LEO eventually sunsets.
