The Jacksonville City Council enacted Ordinance 2025-460, designating the commercial building at 38 Monroe Street West, owned by Historic Urban Core, LLC, as a local landmark. The two-story masonry vernacular building, constructed in 1947, served as the office of prominent architect Abner C. Hopkins from the 1950s until 1972. The designation follows the criteria set forth in Chapter 307 of the Ordinance Code, recognizing its cultural, historical, architectural significance, and suitability for preservation. As a result of this designation, any exterior alteration, new construction, demolition, or relocation affecting the landmark will require a Certificate of Appropriateness. The Jacksonville Historic Preservation Commission reviewed and recommended the approval on May 28, 2025, and the property owner did not oppose the designation. The ordinance directs the Chief of Legislative Services to notify relevant parties and record the designation, and the Zoning Administrator to enter it on the Zoning Atlas.
