The City Council of Jacksonville approved Ordinance 2025-366 to rezone approximately 1.27 acres located at 0 Old Plank Road, at the northwest corner of Old Plank Road and Bulls Bay Highway, from Commercial Neighborhood (CN) to Residential Low Density-60 (RLD-60). This rezoning allows for the development of multiple single-family dwellings on the parcel, which was previously intended for commercial use but has remained vacant and undeveloped for decades. The decision aligns with a companion Small-Scale Land Use Amendment (L-6039-25C) to change the Future Land Use Map designation from Neighborhood Commercial (NC) to Low Density Residential (LDR). The Planning Department and Planning Commission recommended approval, and the City Council voted 18-0 in favor of the rezoning on July 22, 2025. The site is located in Council District 12 and Planning District 5 (Northwest).
