The Jacksonville City Council approved Ordinance 2025-388-E, appropriating $5,513,108.14 in annual federal HOME Investment Partnership (HOME) Grant Program funding. This funding, sourced from the U.S. Department of Housing and Urban Development (HUD), program income, and reprogrammed program income, is allocated to support a wide range of activities aimed at assisting low and very low-income households. The initiatives include rehabilitation, new construction, and direct assistance to tenants and homebuyers. The funds will be utilized for the City's Limited Repair Program, development subsidies for certified Community Housing Development Organizations (CHDOs), and a revolving loan fund. The ordinance also authorizes the reallocation of grant funds if a sub-recipient is unable to accept an award and approves positions funded by the HOME grant to support the program. The City meets its matching requirement through the State Housing Initiative Partnership (SHIP) funds.
