The Public Law 116-260 appropriates $3,328,249.00 in federal funding from the U.S. Department of Housing and Urban Development (HUD) for the Housing Opportunities for Persons with AIDS (HOPWA) program. This program is administered by the Housing and Community Development Division and provides housing assistance and related supportive services to low-income persons living with HIV/AIDS and their families. HOPWA funds can be utilized for a broad spectrum of activities, including the acquisition, rehabilitation, or new construction of housing units, facility operations, rental assistance, and short-term payments to prevent homelessness. Additionally, funds may cover support services such as assessment and case management, substance abuse treatment, mental health treatment, nutritional services, job training, and placement assistance. The City of Jacksonville is required to expend all grant funds within 36 months after HUD signs the grant agreement and is not required to match these funds.
