The City Council of Jacksonville denied a rezoning request for approximately 13.91 acres located at 4901 Gate Parkway, owned by Costco Wholesale Corporation. The application sought to reclassify the property from its existing Planned Unit Development (PUD) District (2000-228-E) to a new PUD District that would permit a fuel facility and additional commercial uses. The denial was based on concerns regarding internal and external compatibility, particularly related to traffic congestion and parking. The Planning Commission noted that the proposed fuel station would occupy about ten percent of the subject property and would exacerbate existing traffic flow issues, further impacting an already crowded retail area and eliminating 123 parking spaces. The Council found that the rezoning would detract from the character and quality of life in the general area by creating excessive traffic, noise, lights, vibration, fumes, odors, dust, and other physical activities or nuisances. The decision was made following recommendations from the Planning Commission and the Land Use and Zoning Committee.
