The City Council approved Ordinance 2025-209 rezoning approximately 16.13 acres at 9239, 9321 & 9325 Garden Street from Agriculture (AGR) to Planned Unit Development (PUD), permitting the development of single-family dwellings. This action aligns the zoning designation with the adopted companion Small-Scale Amendment L-6020-25C to the 2045 Comprehensive Plan's Future Land Use Map Series. The property, located in Council District 12 between Jones Road and Golden Bamboo Drive, is owned by William Cecil Glover, Pearl Helen Boles, Jennie Ruth Atkinson, and Marilyn Carol Atkinson. The application was filed by Hayden Phillips, Esq., on behalf of the owners. The rezoning is contingent upon the final order confirming compliance of the companion land use amendment with Chapter 163, Florida Statutes. Exhibit documents including the legal description, subject property map, written description, and site plan are incorporated into the ordinance. The PUD designation establishes project-specific standards and generally permits single-family dwellings in accordance with the written description and site plan. The ordinance includes a disclaimer that the rezoning does not exempt the property from other local, state, or federal laws or approvals. The PUD is subject to Section 656.340 of the Jacksonville Zoning Code. Advisory opinions from the Planning and Development Department and the Planning Commission, and recommendation by the Land Use and Zoning Committee support the rezoning. The ordinance becomes effective upon signature by the Council President and Council Secretary, thirty-one days after adoption of the companion Small-Scale Amendment.
