The City Council of Jacksonville approved Ordinance 2025-243 rezoning approximately 5.34 acres at 0 Owen Avenue in Council District 10 from Residential Low Density-60 (RLD-60) to Planned Unit Development (PUD) to permit a maximum of 96 apartments. This rezoning implements companion FLUMS small-scale amendment L-6019-25C and aligns the property’s zoning with the 2045 Comprehensive Plan. The subject property is owned by Christiana Forest SJ, LLC and the application was filed by Michael Herzberg. The new PUD designation becomes effective upon adoption of the companion small-scale amendment and receipt of any required state planning approvals. The PUD is governed by the legal description in Exhibit 1 (dated October 28, 2024), the site plan dated March 18, 2025, and the written description dated March 18, 2025. The district permits exclusively residential uses for up to 96 dwelling units subject to the standards of Section 656.340 of the Zoning Code. The ordinance includes a disclaimer that the rezoning does not exempt compliance with other local, state or federal regulations. All necessary permits and approvals must be obtained prior to commencement of development.
