This ordinance adopts a Small-Scale Amendment to the 2045 Comprehensive Plan Future Land Use Map, changing approximately 37.86 acres located at Noroad, 103rd Street and Connie Jean Road in Council District 12 from Recreation and Open Space (ROS) to Low Density Residential (LDR). The subject property, owned by Noroad Development, LLC and applied for by Paul Harden, Esq., comprises seven parcels identified by R.E. numbers 012955-0010, 012956-0000, 012960-0000, 012961-0100, 012970-0100, 012971-0100, and 012974-0055 between 103rd Street and Stratton Road, west of Monroe Smith Road. The Planning and Development Department, Planning Commission, Land Use and Zoning Committee, and City Council reviewed and approved Application L-6024-25C in public hearings, finding it consistent with Sections 163.3161–163.3248, Florida Statutes. The amendment does not exempt the property from other applicable laws and requires all future development to comply with local, state, and federal regulations. It becomes effective 31 days after adoption unless challenged before the state land planning agency. Further subdivision, permitting, and site plan reviews will be subject to all applicable zoning and development regulations.
