This ordinance rezones approximately 17.21 acres located at 11759, 11777 and 11811 Armsdale Road, in Council District 8 of Jacksonville, Florida, from Residential Rural-Acre (RR-Acre) to Residential Low Density-40 (RLD-40). The rezoning application was submitted by owners Leonard Liddell, Cassandra Meyer, Timothy Liddell and Brian Liddell, with Cyndy Trimmer, Esq. serving as the applicant. The reclassification aligns the Subject Property with the City’s 2045 Comprehensive Plan and addresses future low-density residential development objectives. The Planning and Development Department rendered an advisory recommendation, followed by the Planning Commission. The Land Use and Zoning Committee conducted a public hearing and forwarded its recommendation to Council. Following due consideration of advisory recommendations and testimony, City Council found the rezoning consistent with land use regulations and the comprehensive plan. The ordinance provides that the rezoning does not exempt the property from any other applicable local, state or federal permits. It clarifies compliance requirements prior to commencement of development. Exhibit 1 and Exhibit 2 attached to the ordinance detail the legal description and graphic boundaries. The rezoning to RLD-40 will allow the property to accommodate single-family residential lots with a minimum lot size of 40,000 square feet. Upon signature by the Council President and Secretary, the ordinance takes effect as a quasi-judicial action. The amendment facilitates orderly growth within the existing urban-rural fringe. It supports the City’s goals for single-family housing diversity. The change potentially enhances property values and development potential.
