The City Council adopted Ordinance 2025-90 to amend the 2045 Comprehensive Plan by updating the Housing, Future Land Use, Public Schools Facilities, Infrastructure elements and Definitions. It adds policies promoting “missing middle” housing through increased density, reduced parking requirements, and permitting accessory dwelling units and low‐density multifamily housing across residential zones. The Future Land Use Element now authorizes floating solar facilities as a principal use in Agriculture zones. The Public Schools Facilities Element incorporates legally binding mitigation agreements with Duval County Public Schools and developers to address school capacity shortfalls. The Infrastructure Element gains a new Sewer Sub‐Element with objectives and policies to eliminate septic tanks, protect public health, and preserve water quality, supported by an 81‐page Sanitary Sewer Service Feasibility Analysis. New definitions for “Advanced Waste Treatment,” “Floating Solar Facilities (Flotovoltaics),” and “Missing Middle Housing” are added to clarify plan terminology. The Planning & Development Department is tasked with integrating all revisions, ensuring ADA compliance, and publishing the finalized plan on the City’s website. Effective upon mayoral signature, these amendments implement recommendations from the Evaluation and Appraisal Report, modernizing Jacksonville’s land use framework.
