This ordinance amends Chapter 84 of the Jacksonville Ordinance Code to allow agencies to submit multiple applications per opioid settlement proceeds funded category while capping awards at one grant per category. It formalizes a high-score funding model that awards up to 100 percent of requested funding for the highest-ranked applications up to $500,000 until the allocated funds are exhausted. Under the new procedures, when an agency submits more than one application in a category, only the application with the highest average score is eligible for funding provided it meets all eligibility, application, and minimum score requirements. The amendment clarifies that subsequent applications by the same agency in the same category are not considered once an award is made. It encourages greater participation from smaller providers by limiting awards per category. It also directs the Codifier and Office of General Counsel to update the ordinance code tables of contents and make editorial adjustments to ensure consistency. The ordinance takes effect upon signature by the Mayor.
