Jacksonville Greenlights $485K Criminal Justice, Mental Health, and Substance Abuse Reinvestment Grant Program

The City of Jacksonville appropriated $400,000 in grant funds from the Florida Department of Children and Families and an $85,000 cash match from the Kids Hope Alliance Fund for the first year of a three-year Criminal Justice, Mental Health, and Substance Abuse Reinvestment Grant Program starting April 1, 2025. The ordinance invokes exemptions from competitive solicitation under Section 126.108(g) to allow a direct contract with Managed Access to Child Health, Inc., amends the Kids Hope Alliance’s Schedule M budget, and waives procurement requirements in Chapter 77. It authorizes the Mayor, KHA’s CEO, and the Corporation Secretary to execute the professional services contract under Contract No. LH881. Oversight is assigned to the Kids Hope Alliance, which will coordinate care services for justice-involved youth with mental health, substance use, and trauma indicators. The program expands community-based diversion options to reduce youth entries into high levels of care.
