The Jacksonville City Council approved a small-scale land use amendment reclassifying approximately 2.04 acres located at 7900 Arlington Expressway from Community/General Commercial (CGC) to High Density Residential (HDR). The amendment was submitted by attorney Steve Diebenow on behalf of 8000 Realco, LLC to facilitate a future multifamily development. The subject property, identified as RE #142483-0040, is located between Arlington Road North and Century Street in Council District 1. The proposal was reviewed and approved by the Planning Department, Planning Commission, and LUZ Committee, and determined to be consistent with Jacksonville’s 2045 Comprehensive Plan. This land use amendment is also paired with a companion rezoning application (2025-086) to allow for the development of a residential community at higher density in an urban corridor.

Why it Matters

The amendment enables compact multifamily housing in a major commercial corridor, supporting infill development and Jacksonville’s long-term planning goals for housing supply and corridor revitalization.
