An ordinance was introduced by the Land Use and Zoning Committee to rezone approximately 124.43 acres located in Council District 12 at 0 Commonwealth Avenue, 8691 Commonwealth Avenue, 0 Stocks Road, and 8600 Stocks Road, between Bulls Bay Highway and Jones Road. The property, owned by Georgia Lynn Hodges, Alan Barry Grosse, and Douglas Brian Grosse (as Tenants in Common and Trustees), was rezoned from Agriculture (AGR) and Residential Rural-Acre (RR-Acre) districts to a Planned Unit Development (PUD) district. This PUD generally permits single-family dwellings as described in the Commonwealth PUD. The Planning Commission and the Land Use and Zoning Committee reviewed the application and made advisory recommendations to the City Council. The Council found the rezoning consistent with the 2045 Comprehensive Plan and not in conflict with city land use regulations. The rezoning was approved subject to conditions, including providing a traffic study at the Civil Site Plan Review and ensuring that the "Emergency Access" depicted on the site plan is not dedicated to the City of Jacksonville but is identified with appropriate signage and/or pavement marking. The City Council amended and approved the ordinance with a 16-0 vote.
