The Jacksonville City Council adopted Ordinance 2025-57-E, a small-scale amendment to the 2045 Comprehensive Plan's Future Land Use Map series. This amendment changes the land use designation for approximately 3.15 acres at 8265 Garden Street from Agricultural (AGR) to Low Density Residential (LDR). The property, located between Helmsley Boulevard and Messer Road, is owned by Randall Hamel and Madeline Combs-Hamel. Randall Hamel also served as the applicant for this change. The Planning and Development Department, Planning Commission, and the Land Use and Zoning (LUZ) Committee all reviewed the proposal and recommended approval to the City Council. The City Council's Land Use and Zoning (LUZ) Committee approved the measure 6-0 on March 4, 2025, and the full City Council approved it 17-0 on March 11, 2025. This change facilitates the development of low-density residential properties on what was previously agricultural land.
