The project aimed to improve inefficient components of the existing wastewater treatment plant facilities by demolishing existing blowers and installing new single-stage centrifugal blowers, associated process mechanical equipment, piping, electrical, instrumentation, instrument air system, and replacing process flow control valves and actuators. CDM Smith Inc. designed the project, which was awarded to LEM Construction Company, Inc. with an original contract of $10,996,660.00. The project was completed beyond the initial schedule, with an additional 310 days approved through change orders. The final cost decreased due to differences between planned and measured quantities. The project met M/WSBE participation requirements, with the prime contractor exceeding MBE and SBE goals and making good faith efforts for WBE goals.
