The City of Houston City Council approved an amending ordinance to Ordinance No. 2021-0073, increasing the maximum contract amount for Contract No. 4600016385 with WorkQuest for grounds maintenance services for Houston Public Works. The original contract, approved on February 3, 2021, was for a three-year term with two one-year options, totaling $16,385,674.10. Expenditures reached the maximum amount by July 9, 2025, faster than anticipated due to increased operational demands. Key factors included the addition of new locations in mid-2023 and early 2025, and a reallocation of a portion of HPW’s spending authority to another department in early 2024. The increase in spending authority will allow Houston Public Works to continue grounds maintenance of approximately 560 Drinking Water and Wastewater facilities through the contract's expiration in February 2026. WorkQuest is a non-profit organization, and an M/WBE waiver was issued.
