The City of Houston City Council approved an ordinance authorizing a Purchase and Sale Agreement between the City of Houston and the City of Bellaire. This agreement facilitates an exchange of land aimed at improving regional stormwater detention needs. Houston will sell three tracts of land (Parcels SY24-044A, SY24-044B, and SY24-044C) totaling approximately 13.15 acres, located out of the Southwest Wastewater Treatment Plant site, to the City of Bellaire for a total value of $8,610,000.00, plus a $5,140,000.00 credit against impact fees owed, bringing the total value to $13,750,000.00. In exchange, the City of Bellaire will convey a 76.084-acre tract (Parcel LY23-014) located at 9720 Ruffino Road, valued at $11,600,000.00, to Houston. Additionally, Bellaire will contribute $2,150,000.00 towards improvements to Cypress Ditch. The three tracts sold to Bellaire were previously declared surplus to Houston's needs. The 76.084-acre tract acquired by Houston will expand the regional stormwater detention project, contiguous with a 73.081-acre tract acquired in 2022, creating a combined site of approximately 149.165 acres for the Ruffino Hills Detention Pond. Bellaire intends to use the acquired parcels for its own regional stormwater detention project and will redevelop its existing wastewater treatment plant site, sending its wastewater flows to Houston's Southwest WWTP under a new Sanitary Service Agreement.
