The Houston City Council consented to the addition of 128.4331 acres of land to Harris County Improvement District No. 14. Harris County Improvement District No. 14, along with property owners Harris County Improvement District No. 13 and Dunham Pointe Development LLC, submitted the petition for this expansion. The District is located entirely within Harris County and falls under the extraterritorial jurisdiction (ETJ) of the City of Houston, though not within its corporate limits. Management Districts are special districts established by the Texas Legislature, empowered to promote and maintain employment, commerce, and various improvements, often financed through bonds or assessments. This addition of land supplements existing public services and does not release Harris County or the City of Houston from their service obligations to the area. The City assumes no liability for the district's debt obligations or liabilities.
