The City Council approved an ordinance consenting to the addition of two tracts of vacant land totaling 350.61 acres to Harris County Water Control and Improvement District No. 159. The District, created in 2007, currently encompasses 3,146.05 acres within Harris County and is located within the City of Houston's extraterritorial jurisdiction. The newly added land is proposed for future development as single-family residential properties, along with ponds, roads, and open space. These tracts are situated in the vicinity of Langham Creek, Cypress Creek, Katy-Hockley Road, and Grand Parkway (SH-99). Wastewater treatment will be provided by the Harris County Municipal Utility District No. 418 Wastewater Treatment Plant No. 2, which also serves several other municipal utility districts. Potable water will be supplied by the Harris County Municipal Utility District No. 418 Water Plant No. 3. The primary drainage facility for the District is Langham Creek, which flows into South Mayde Creek, then Buffalo Bayou, and finally into the Houston Ship Channel. A significant portion of the proposed annexation tracts, 64.0%, lies within the 100-year floodplain, and 1.8% is within the 500-year floodplain. The District has agreed that all construction plans for water conveyance, wastewater collection, and stormwater systems must receive City approval before implementation. The Utility District Review Committee recommended the petition's approval.
