The City Council of Houston approved the first amendment to the Advance Funding Agreement between the City of Houston and the Texas Department of Transportation (TxDOT) for the Shepherd-Durham Infrastructure Improvements Project. This project involves the reconstruction of Shepherd Drive and Durham Drive and selected cross streets between W 15th Street and IH-10 Westbound frontage road, including drainage and public utility upgrades to meet City design standards. The amendment significantly increases federal participation from $40,000,000.00 to $58,950,000.00 through Surface Transportation Block Grant Program (STBG) funds, with non-federal match satisfied via Transportation Development Credits. The project is a collaborative effort with the Memorial Heights Redevelopment Authority (MHRA), which will contribute funds for engineering and right-of-way acquisition tasks, estimated at $4,000,000.00 and $50,000.00 respectively. The City of Houston remains responsible for ineligible or excess costs and has previously appropriated $311,000.00 for TxDOT's direct review and oversight.
