The City Council of Houston approved an Interlocal Agreement (ILA) between the City of Houston and the Houston-Galveston Area Council (H-GAC) for the Shepherd-Durham Infrastructure Improvements Project. This project involves the reconstruction of Shepherd Drive and Durham Drive, along with selected cross streets between W. 15th Street and IH-10 Westbound frontage road. Key improvements include drainage and public utility upgrades to meet City design standards. The project is a collaborative effort involving the City of Houston, H-GAC, and the Memorial Heights Redevelopment Authority (Authority), which acts on behalf of Redevelopment Zone #5. Federal funds, totaling $58,950,000.00, were programmed by the Houston Galveston Transportation Policy Council (TPC) for the project. To secure these funds and satisfy the non-federal match, the TPC allocated $11,790,000 in Transportation Development Credits. The ILA mandates the City's contribution of $5,895,000.00 to the Regional Strategic Transportation Fund (RSTF). In return, the City will receive 100% reimbursement for eligible project costs from federal funds. The Authority is responsible for providing any funds due to H-GAC under the agreement and will implement additional transportation projects.
