The City of Houston City Council approved an Ordinance authorizing a First Amendment to the Subrecipient Agreement between the City of Houston and SER-Jobs for Progress. This amendment provides an additional $105,836.20 in United States Department of Housing and Urban Development Community Project Funds (HUD-CPF) for the Houston Financial Empowerment Center (HFEC). This new funding supplements the original $502,086.50, which included HUD-CPF and American Rescue Plan Act Coronavirus State and Local Fiscal Recovery Funds (ARPA-SLFRF). The HFEC program, launched in January 2020 at the Acres Home Multi-Service Center, offers free, on-demand, professional financial counseling services to all Houstonians, regardless of income, employment, or resident status. These centers provide critical economic mobility programs, assisting residents with safe and affordable bank accounts, secure earnings deposits, efficient bill payments, and counseling on credit, savings, debt, and banking products. The HFECs operate from four physical locations: Magnolia Park-Manchester, Acres Homes, Sunnyside, and Kashmere Gardens. The item was reviewed by the Housing & Affordability Committee on May 27, 2025.
