The City Council consented to the creation of Harris County Improvement District No. 29, a 70.397-acre management district in District F under Chapter 375 of the Texas Local Government Code. The district will fund and oversee waterworks, sanitary sewers, stormwater drainage, parks, road infrastructure, and related public welfare improvements through bonds, assessments, and taxes. Council action authorizes the district’s incorporation under Article XVI, Section 59 and Article III, Section 52 of the Texas Constitution. The City retains no liability for district debts and will continue providing standard services. The district supplements existing public infrastructure, facilitating economic development and public welfare.
