Ordinance approving a Professional Engineering Services Contract with Freese and Nichols, Inc. for the Capacity Remedial Measures Plan (CRMP) CIP Package 1 and appropriating $8,703,990 ($8,289,514.25 for contract services and $414,475.75 for CIP cost recovery). The scope includes Phase I preliminary design, Phase II final design, Phase III construction phase services, and additional services to develop mitigation recommendations for wastewater collection and transmission system improvements with known capacity restraints. Project sites include the Northside Wet Weather Facility at 100 Japhet Street (District B) and 12″ sanitary sewer improvements at 1204 Wrightwood Street and 2520 Houston Avenue (District H). The Phase I not-to-exceed fee is $1,171,197; basic services total $5,918,259 and additional services appropriation is $2,371,255. The contract requires compliance with the City's Pay or Play health benefits ordinance and a 26.05% M/WBE participation plan. This work is necessary to maintain compliance with Houston’s wastewater consent decree with the EPA and TCEQ and to reduce sanitary sewer overflows.
