The City Council approved an ordinance authorizing submission of the 2025-2029 Consolidated Plan to the U.S. Department of Housing and Urban Development and the application for Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Housing Opportunities for Persons with AIDS (HOPWA), and Emergency Solutions Grants (ESG) funds. The ordinance also authorizes the Mayor or designee to execute all related grant agreements, forms, and documents. Funds are allocated as follows: $25,600,663.08 in CDBG, $10,054,102.98 in HOME, $13,918,414.00 in HOPWA, and $2,160,384.00 in ESG to benefit income-eligible residents during the 2025 HUD program year. The plan establishes funding priorities including affordable home development, supportive services, infrastructure and neighborhood facilities, economic development, homelessness reduction, HIV/AIDS assistance, and community revitalization. Public input was solicited through four hearings and a 30-day comment period from March 15 to April 14, 2025.
